About Project

INTRODUCTION

UNDERSTAND is a pilot training project which is intended for the emergency planners and emergency operators of the European energy supply, transmission system operators (TSOs) in particular. The project is a part of European Commission’s Leonardo da Vinci programme.

The objective is to provide a training package for cross-border cooperation in electricity transmission crisis management.

The project aims to develop a vocational training package suited to the needs of those working in energy supply security management. A pilot platform will be created matched to the requisite professional profiles that national energy agencies, employers’ organisations, universities and other professionals consider to be necessary.

ACTIVITIES OF PROJECT PARTNERS

The activities have been divided into 6 work packages (WPs) as follows:

WP1 Project Management

WP leader: SecLink Ltd

WP2 Strategic Framework Analysis

(White Paper)

WP leader: Chatham House

WP3 Cross-Border Cooperation in Electricity Transmission Crisis Management: Approaches for the Training Platform

WP leader: The National Emergency Supply Agency

WP4 Test of the Conceptual Training Platform

WP leader: The Swedish Energy Agency

WP5 Valorisation and Dissemination

WP leader: VSB - Technical University of Ostrava

WP6 Evaluation and Quality Management Plan

WP leader: ABC Dialog

Time frame: October 2006 - September 2008.

1) The first deliverable paper of the project is completed: a background study, White Paper on Security of European Electricity Distribution.

2) The second step is under way: During the autumn 2007 and early 2008, this paper, Cross-Border Cooperation in Electricity Transmission Crisis Management, is being discussed and enriched with the TSOs in different countries. The aim is to find out their training needs and obtain descriptions of actual crisis and near miss experiences.

3) Third, the essential points from these two papers will be formulated as a pedagogically attractive training package.

4) Finally, the training package will then be disseminated to the TSOs, cooperation organisations of TSOs, electricity engineer training institutions, and other interested parties in Europe.

This project has been carried out with the support of the European Community.
The content of this project does not necessarily reflect the position of the European Community or the National Agency,
nor does it involve any responsibility on their part.

Pan European training program for electricity transmission security

-------------------------

Why it is important to protect electricity supplies?

There are many examples of electricity blackouts over recent years that were caused by human error or natural events. All societies are dependent on electricity and blackouts can lead to major problems.

-------------------------

For WHOM could it be useful?

There are three levels of target groups:

  • transmission system operators (TSOs)

  • future TSOs

  • energy sector professionals in general
